Noel was born and raised in Gaoth Dobhair in the Donegal Gaeltacht. He was a teacher in Pobalscoil Ghaoth Dobhair for nearly forty years, many of those as principal. He has won many drama and Irish language awards, including awards at Slógadh, Oireachtas na Gaeilge and Scór (1981 All Ireland Winner). In 2015, Noel's play 'Idir Dhá Cheann na hImní', based on the life and writings of Donegal writer Seosamh Mac Grianna was awarded the Stewart Parker Trust's BBC Irish Language Award in 2015.
